When Targets choose their own Raters, you can have someone check each Rater list before feedback starts. That person is the Target's Rater list Auditor, usually their manager. The Auditor can approve or decline Raters, add Raters, and finalize the list. Auditors help make sure each Target gets balanced, credible feedback rather than only friendly Raters....
